Britain and France to Deploy Military Personnel to Ukraine in the event that a Peace Agreement is Reached

The British and French governments have formalized a declaration of intent concerning the positioning of troops in Ukraine in the event a ceasefire be struck with Moscow, the British leader, Starmer, has declared.

After discussions with Kyiv's partners in the French capital, he noted that the allies would "create defense centers in various parts of Ukraine and erect protected structures for military hardware and military equipment" to discourage any potential incursion.

The allied nations also put forward that the America would play the primary role in verifying a halt in hostilities.

Russia has consistently cautioned that any non-Ukrainian military in Ukraine would be considered a "legitimate target", but has not yet responded on this recent development.

Context and Continuing Conflict

Russian President Vladimir Putin launched a major offensive of Ukraine in February 2022, and Russian forces at this time occupies roughly 20% of Ukraine's sovereign soil.

"This constitutes a crucial element of our vow to stand with Ukraine for the long-term," stated the British leader.

National leaders and top officials from the "Allied Coalition" took part in Tuesday's talks.

Speaking at a shared media briefing, he further said: "It creates the pathway for the operational parameters under which British, French, and partner forces could operate on Ukraine's territory, defending Ukraine's skies and seas, and rebuilding Ukraine's defense capabilities for the years ahead."

Lead US negotiator Steve Witkoff remarked that "long-term defense assurances and strong economic promises are essential to a permanent resolution" in Ukraine – referring to a major requirement made by Ukraine.

The negotiator indicated the partner nations had "largely finished" their work on agreeing such pledges "to ensure the citizens of Ukraine know that when this war ends, it ends forever."

The former US envoy, ex-President Donald Trump's special envoy, also took part in the discussions.

Separately, France's leader Emmanuel Macron said that Ukraine's supporters had made "considerable progress" at the negotiations.

He said that "comprehensive" defense assurances for Ukraine had been settled upon in the instance of a potential ceasefire.

Ukraine's leader Volodymyr Zelensky said that a "major step forward" had been made in Paris, but added that he would only deem efforts to be "enough" if they culminated in the end of the conflict.

Last week, Zelensky suggested a settlement was "largely prepared". Finalizing the last 10% would "shape the future of the peace, the fate of Ukraine and Europe".

The original US-led multi-point peace plan that was circulated to the media last year was perceived by Ukraine and its European allies as being strongly biased in Moscow's favor.

This led to weeks of focused negotiations – with the involved parties trying to revise the proposal.

Last month, Ukraine presented the US an revised proposal – as well as distinct documents detailing potential security guarantees and arrangements for Ukraine's recovery, Zelensky stated.
